NSW inquiry into workers' compensation illustrates short-termism ...

UnionsNSW are campaigning strongly on OHS issues during an inquiry by?Joint Select Committee on the NSW Workers? Compensation Scheme?into workers compensation. ?They make the point that a focus on the reduction of injury is the most effective way of rendering a workers compensation scheme ?profitable?. ?By neglecting worker safety, injuries increase and there is a higher demand on compensation and rehabilitation resources.

A major concern in the campaign is that the government is focussing on reducing costs and, in workers? compensation schemes, that often results in fewer resources for injured workers and their families.

Tim Ayres, Secretary of the Australian Manufacturing Workers Union, was quoted in the?Sydney Morning Herald:

?If NSW employers want to save money on workers? comp premiums, they should focus on reducing their premiums by providing safer workplaces where workers don?t get injured and killed.?

But a draft submission, seen by SafetyAtWorkBlog, by the?International Governance and Performance Research Centre?(IGPRC) of Macquarie University provides some balance into the rhetoric.

The NSW Workcover issues paper for this inquiry outlines seven ?solutions? that they want considered for reform. ?Improving safety is the first.

  1. ?enhance NSW workplace safety by preventing and reducing incidents and?fatalities;
  2. contribute to the economic and jobs growth, including for small businesses, by?ensuring that premiums are comparable with other states and there are?optimal insurance arrangements;
  3. promote recovery and the health benefits of returning to work;
  4. guarantee quality long term medical and financial support for seriously injured workers;
  5. support less seriously injured workers to recover and regain their financial independence;
  6. reduce the high regulatory burden and make it simple for injured workers, employers and service providers to navigate the system; and
  7. strongly discourage payments, treatments and services that do not contribute to recovery and return to work.?

The draft of that submission of ?the?International Governance and Performance Research Centre?(IGPRC) of Macquarie University?points out that the issues?paper?above seems to focus on the reduction of benefits but that

??improved WHS [Work Health and Safety] performance at an enterprise level translates to less compensation claims and increased financial stability of the Scheme?. (page 2)

Some of the current debate seems to be on a report from PricewaterhouseCoopers (only the Executive Summary is currently available online) which states

?the Independent Scheme actuary projects that an increase of 28% in premium rates would be required if no changes are made to the scheme?.

This is an estimate for a 5 year turnaround but the PwC report also notes that if the timeframe was 10 years, the premium rate rise would only be 8%. ?The cost impost over the long term sounds much more reasonable, even if it does not fit the political election cycle.

But the IGPRC submission emphasises that these estimates are ?if no changes are made to the scheme?. ?Imagine what could be achieved in cost reduction and control if there was a concerted effort in reducing worker injury and illness!

The submission also questions the push for comparing scheme performance to other Australian States. ?It states that

?Direct comparisons across jurisdictions are not possible for a range of factors including differences in:

  • Number of workplaces and workers,
  • Level of coverage and entitlements,
  • Scheme management structure (eg central management, use of agents or hybrid models),
  • Scheme governance structures, policies and procedures,
  • Underlying differences in health & safety regulation, education,?training?and enforcement.?

The Federal Government has indicated an attempt at harmonising workers? compensation schemes after it has completed it OHS harmonisation strategy. ?Although this seems increasingly unlikely, the debate in New South Wales strengthens the argument for reform in the sector.

SafetyAtWorkBlog has discussed the recent figures released by Safe Work Australia on injury and illness costs?as a counterpoint to business sector claims of the ?burden? of safety but IGPRC submission provides an enlightening?comparison?with Safe Work Australia?s 2009 data with the earlier 2001 data.

The increase in costs to employers is dwarfed by the increased cost burden to the worker. ?IGPRC points out that

?Between 2001 and 2009 (latest available data) the total cost burden on community stakeholders, such as taxpayers and compensation scheme participants, has reduced by 32% (from 52% to 21%)

  • 6% of this decrease shifted to those employers responsible for the workplaces in which these injuries/illnesses occurred
  • 94% shifted to the injured workers and their families?.? (page 7)

Reducing workplace injuries and illnesses also reduces the need for workers? compensation so the focus of any review into the economic viability of workers??compensation?schemes must also include strategies for the reduction of illness and injury.

Business concerns about the increased costs to them of injuries and illnesses may be voiced at high volume but there is evidence that the cost burden of poor safety?management?is?increasingly?being borne by the worker and their families.

The? Joint Select Committee on the NSW Workers? Compensation Scheme may?believe?its inquiry has a clear focus on workers? compensation and?economics?but the control measures for change may come from well outside its expected area. ?Sustainable change in the quality of life of workers will come when the political parties and?governments?plan for change over the long term and not expect quick fixes that fit the political election cycle.

This change is most?likely?to come from an analysis of work and occupational safety and health in the?broader?social context and not just in the context of industrial relations. ?There is no doubt that this path is the harder to travel for society, business and government but it is the most rewarding and the one that supports our international moral obligations.

It was after the surgery and during my recovery when he began to cheat on me. He told all of the women that he dated that we were divorced. During the last 7 years of our marriage, he has had 3 serious relationships, and 6 other casual affairs, some over lapping and some not. At the beginning of his affairs, we were separated, on and off, for 3 years because of military orders, not because we chose to. We were having some difficulties in our marriage at that time, because of his orders, my injury and time apart, but nothing that I thought couldn?t be fixed. Then in 2006, he said he wanted a divorce, over email, while deployed. We talked it out whi le he was away, (or so I thought) and made plans for our next duty station over-seas. If I would have known he had been cheating on me that whole time apart, I wouldn?t have gone over-seas with him. We spent 4 years abroad, and during this time, if he had a TDY/TAD back to the states, he would take leave while there to ?visit family or friends?. This was his time to visit the two women he was currently in a ?long-distance? relationship with. I went back to the states myself, almost a year ago, to help out with my ailing father, and while I was gone, he took a trip to Hawaii with both women. He met one there for a few days, then after she left, the other came for a few days. They didn?t know about each other either?yet. I couldn?t figure out why he was distant and distracted whenever I talked to him on the phone for the four months I was at my father?s place, guess I do now. When I got back home, it was about time for us to start thin king about where we wanted to be stationed next. My husband had been looking at some emails while on my computer, and then accidentally left the account open. I went to close it out and saw an email title saying I love you and address to someone I didn?t know. I clicked on it, and it was an email from his girlfriend that he had been cheating on me with since 2004! After the initial shock, I went back through as many emails as I could find. One of the girlfriends was an old high school friend of ours from 22 years ago. I confronted him when he got home and asked for him to explain the emails. He then told me everything, all of the different women, the two current girlfriends, everything, and that he was so glad that the truth had finally come out. He was tired of living the lie. I told him that I saved all of the emails I found, and that I was going to email the two women he was seeing and tell them what was going on. He emailed them both, too, telling them that he had b een lying to them this whole time.

Now this is where the story gets interesting, if it wasn?t already. I emailed a letter to the two girlfriends, and to two old girlfriends that he had recently started talking to again. The letter was very neutral. I didn?t judge or blame them. He was the one who lied to them, telling them that he was divorced, as far as I was concerned, they didn?t know. All of them wrote back, all of them were shocked. And one of the girlfriends claimed to be pregnant with his child! I told her I would help, if I could, but then she became very strange. She was the one that went to high school with us, and she lived in the same hometown where our college aged daughter lived. She began telling my husband and I that she felt our daughter deserved to know that she was going to have a little half-sister and that if she saw her in public, that she would feel compelled to tell her. My husband and I were still living over-seas and couldn?t do anything but listen to her say over and over again how she ?loved our kids like they were her own? and how she just wanted to make sure that my husband lived up to his fatherly duties. That is when hubby told me the whole story about girlfriend #2. They broke up after their trip to Hawaii in May. She told him in June that she was ?pregnant?. In July she needed money because the baby was ?having complications? and tested positive for Downs, then told him in July/August that she had ?lost the baby? and was in a huge depression over it. Hubby thought that their relationship was finally coming to an end, when he went to the states to see our daughter and get her set up for her first year of college. While he was there he saw girlfriend #2 to ?bring things to a close?. (Everything since their trip in May had been done over email or Skype.) She wanted him to stay with her, he told her he was here for his daughter, they had another fight, and then he left. After he ha d left the state, she had someone call his cell phone over and over, but he didn?t answer it because it was an unknown number. She did this because he stopped taking calls from her. She then called an old friend of his and told the friend that ?hubby? needed to answer her calls because she was pregnant with his child and was going to sue him for all of the medical bills. Hubby was floored. Didn?t she just go through a miscarriage and depression in July/August? She said that she lied about the miscarriage because she wanted to protect his military career. (She had found out in Dec. 2011 that he was still married to me, but continued with the relationship anyway. She also knew that he could get in trouble if I found out she was pregnant and decided to report him to the military. She didn?t want to lose ?military benefits? for her ?baby?.) Hubby told her to send her insurance claims, medical bills, etc. to his lawyer and that after a paternity suit declared him to be the father of her child, that he would take care of his obligations to the child. This went back and forth for 3 months, of her refusing to send proof, trying to ?sick? the military on him, threatening to sue him, and even tried to extort money from him. Hubby then hired a P.I. and asked for them to find out if she really was pregnant. They took photos, video and received statements, over a two-month period (her 7-9 month of pregnancy), that showed her not being pregnant and never had been. We then had our lawyer provide the proof to her lawyer and told them to never contact us, or our daughter, again. To this day, months later, girlfriend #2 still stalks me on my Facebook page and other social media sites. My husband and I are separating and I am moving back to my hometown to be closer to my kids, just in case girlfriend #2 decides to contact or confront them. Girlfriend #2?s ex-husband (who we also went to school with) rece ntly contacted me and told me that GF#2 had done the same things to him that she did to us. Let that be a lesson to the cheaters out there. Do the right thing. Don?t destroy your marriage, family, career and finances because you are unhappy in your marriage or want extra sex. If that is how you feel, then do you and your spouse a favor, get out of the marriage. Don?t get a girlfriend that goes psycho on you, tries to threaten you and your family and destroys your life. Lessons learned!

The 178-foot (54-meter) tall Falcon 9 rocket lifted off at 3:44 a.m. from a refurbished launch pad just south of where NASA launched its now-retired space shuttles.

Less than 10 minutes later, the rocket delivered its cargo - a Dragon capsule with 1,200 pounds (544 kg) of supplies for the station crew - into orbit.

"Feels like a giant weight just came off my back," company founder and chief executive Elon Musk posted on Twitter after Dragon deployed its solar panels, the first of several key milestones that must be met before the spacecraft is cleared to dock at the station.

"Every launch into space is a thrilling event, but this one is especially exciting because it represents the potential of a new era in American spaceflight," John Holdren, President Barack Obama's chief science adviser, said in a statement.

NASA is counting on companies like Space Exploration Technologies, or SpaceX, to take over the task of flying cargo - and eventually astronauts - to the $100 billion space station, which orbits about 240 miles above Earth.

Currently, NASA is dependent on Russia to fly crew to the station, at a cost of more than $60 million per person. Russia, Europe and Japan also fly cargo to the station.

If its test flight is successful, SpaceX would become the first private company to reach the space station, a microgravity research complex for biological, materials, fluid physics and other science experiments and technology demonstrations.

SpaceX and a second company, Orbital Sciences Corp, already hold contracts worth a combined $3.5 billion to fly cargo to the station.

SpaceX also is among four firms vying to build space taxis to fly astronauts, tourists and non-NASA researchers.

Separately, NASA contributed nearly $400 million to SpaceX's $1.2 billion commercial space program, which includes development and up to three test flights of Falcon 9 rockets and Dragon capsules.

An analysis by the U.S. Government Accountability Office shows that a similar program under traditional NASA procurement would have cost four to 10 times as much, said NASA's Alan Lindenmoyer, who manages the agency's commercial spaceflight initiatives.

Tuesday's launch followed a last-second cutoff of Falcon's planned liftoff on Saturday. Engineers later traced the problem to climbing pressure in an engine chamber due to a faulty purge valve.

"It looks like we probably could have flown with the condition," SpaceX president Gwynne Shotwell said. "Once we separated from the ground, things would have settled down a bit, but it was still the right thing to do."

Dragon will take about a day to reach the space station's orbit. It will then spend another day practicing maneuvers and testing its communications systems and navigation aids. If all goes as planned, NASA is expected to clear Dragon for berthing at the space station on Friday.

"Everything is looking really good," Musk told reporters after launch. "I would count today as a success no matter what happens the rest of the mission."

President Barack Obama welcomed the move, citing "an emerging consensus that more must be done to promote growth and job creation right now." That's in line with Obama's contention that tough austerity measures should await a stronger economy.

But there's clearly no such consensus in American politics.

Romney fed the austerity debate as he campaigned last week in front of a whirring national-debt clock. House Speaker John Boehner, R-Ohio, and Senate Minority Leader Mitch McConnell, R-Ky., both declared Sunday that when Congress is asked to raise the nation's borrowing cap after the election, they'll insist on spending cuts to offset the increase.

That raised the prospect of another knock-down battle like the one last August that led to the first-ever downgrade of America's credit rating.

Romney, writing in Sunday's Chicago Tribune, accused Obama of overseeing looming defense cuts he said could undermine NATO's mission and it into "an alliance in name only."

Obama presided Monday over NATO's Chicago summit and was to later address high school seniors in Joplin, Mo. Romney was attending fundraisers in New York.

GM ad move followed failed Facebook pitch: sources

DETROIT/NEW YORK (Reuters) - Facebook may only have itself to blame for why General Motors rained on its IPO parade this week.

GM announced the decision to drop Facebook paid ads on Tuesday in what was the first highly visible crack in Facebook's strategy and illustrated doubts about its perceived advantage over traditional media.

GM's decision followed Facebook officials' failure to convince top marketing executives at the U.S. automaker of the benefits of Facebook's paid ads at a meeting that took place in the past few weeks, people familiar with the meeting said on Thursday.

That was after Facebook officials focused more on touting the social networking website's free pages, the sources said.

"It kind of backfires on them in a funny way," said one of the sources, who asked not to be identified, of the emphasis on the free pages.

News of the meeting, which sources said took place at Facebook's Menlo Park, California, headquarters, comes on the eve of its much-anticipated market debut. The company on Thursday priced its initial public offering at the top of its target range and is set to raise up to $18.4 billion.

Facebook and GM declined to comment about the meeting or their relationship.

GM dropped its Facebook ads because they were less effective than other options such as Google's AdSense, the sources said. Facebook's ads garner about half the clicks per page view, a measure of effectiveness, compared with the average website.

Moreover, Facebook's ad prices were expected to rise after the company's IPO. Ad prices are set in auction and vary depending on the target audience.

Some investors fear Facebook has not yet determined how to make money from the growing number of users who access the website from their smart phones. Further, revenue growth from its ad business has slowed in recent months.

However, Facebook boosted the price and the size of the offering earlier this week, underscoring investor enthusiasm for the company's shares despite ongoing questions about its long-term money-making capabilities.

During the meeting with GM, Facebook officials emphasized the lure of free posted content on their website, the sources said. By contrast, the ads looked "kind of meager and perhaps expensive by comparison," one source said.

'SEE IF IT WORKS'

GM, the third-largest U.S. advertiser, will still maintain Facebook pages, which cost nothing to create and for which it pays no fees, to market its vehicles.

Sources said GM's decision was not permanent and the Detroit automaker could buy Facebook ads in the future.

"They're just going to try not doing it for a while and see how it goes; just make content and if it works, it works," one source said.

Facebook founder Mark Zuckerberg has said in the run-up to the IPO that the company was built to accomplish a "social mission," but has also ranked creating a "transformative" advertising experience as a top priority.

But so far, Facebook's "click-through rate", also known as "clicks per page view," is half the average for ads on the Internet, according to Larry Kim, founder and chief technology officer of Internet ad consultant Wordstream.

The average targeted ad on the Internet is "clicked" on by a consumer once every 1,000 times it is viewed, Kim said. Facebook's rate is half that, while Google's is 4 in 1,000.

"Facebook is good in that an advertiser can target based on age and gender by measuring certain 'likes,' but is not connecting with the right audience at the right time," he said, calling the website's banner ads staid and uninspiring.

Google's banner ads are more targeted, even following a consumer from website to website, Kim said.

GM, which ranks behind Procter & Gamble Co and AT&T Inc in U.S. advertising spending, spent $1.1 billion on U.S. ads last year, according to ad-tracking firm Kantar Media. It spent about $271 million on online display and search ads excluding Facebook advertising.

Breast Cancer: a coalition helping your neighbors | Young Island

An issue that hits very close to home for me and many Long Islanders is breast cancer. ?Breast Cancer has been projected to affect one out of every nine women. Here on Long Island there has been a history of abnormal increases in breast cancer cases, especially within Suffolk?s North Shore communities: St. James, East Setauket, Stony Brook, Mt. Sinai, Miller Place, Rocky Point, Shoreham and Wading River areas.

A study titled the Long Island Breast Cancer Study Project was commissioned back in 2002, sponsored by the National Cancer Institute, in collaboration with the National Institute of Environmental Health Sciences.? The main charge was to investigate Breast Cancer and the Environment in several Nassau and Suffolk communities to determine if certain environmental contaminants increased the risk of breast cancer.? Their study was inconclusive.

This terrible disease has inflicted so much heartache for countless Long Island families and many Young Islanders have lost mothers, sisters and grandmothers.? However, in the darkness came a shimmer of light to help those? women and men dealing with breast cancer.

A nonprofit group known as Long Island 2 Day was formed back in 2004 to support those struggling with breast cancer through raising funds to help families in need of emotional and financial support.? Through this group over a dozen smaller community based coalitions have been funded and 100% of those funds are distributed back to the people who need it the most.? To date, Long Island 2 Day has raised over $4 million, which has directly helped countless families.

As someone who has a close relative dealing with Breast Cancer I was introduced to one organization, whose altruism has been a source of hope and comfort for my family. I spoke with Patti Kozlowski of the North Shore Neighbors Breast Cancer Coalition, a volunteer who started a nonprofit to assist those in need.

How did your organization begin?

I co-founded NSNBCC about 10 years ago with Bindy Koontz after having participated in the Miller Place Avon walk for Cancer in which we raised over $64,000. I am the only person on staff and volunteer my time after work and on the weekends.

Having participated in various cancer rallies, we learned some of the highest cancer rates in the country were right in our back yard. Another issue of concern to us was that little to no money was coming back to our community through those national breast cancer associations.

We formed an organization of our own to help people where we lived. NSNBCC was later approached by LI2Day to participate and receive a grant to operate.? Our organization later became part of a larger local network of non-profits whose mission was to help communicate services that are available to cancer patients in our communities.

What services does your organization provide and do you work with other breast cancer groups in your area?

One of the main programs we offer is the ?Lend a Helping Hand Program:? A nonmedical support service that provides meals, transportation and cleaning services for cancer patients and their families.

In addition we also offer financial assistance in emergency situations to help pay for utilities, oil delivery, some co-pays, wigs and other non medical supplies not covered by insurance.? Due to the state of the economy, during the past two years we have seen our largest request for financial assistance.? We have helped 30 to 40 families each year.

Our organization works very closely with the Carol M. Baldwin Breast Cancer Center at Stony Brook University whose social workers regularly refer people to us for assistance. We also receive referrals from the American Cancer Society.

What are your biggest challenges?

Raising awareness about our organization has been the biggest issue for us. We and other local groups compete for dollars with the American Cancer Society.? They have big national marketing campaigns, which creates name recognition causing us to compete for the same donors.? They do great work and raise money for worthy programs.? However, what most donors do not realize is that their money does not come back to their communities to help those neighbors that need it the most.

What can women do to be proactive about their health?

Women should check themselves through self-exam, trust their instincts and go for regular mammographies. They should also read the published guidelines for dietary, chemical exposure and hormones.? In other words education yourself.

North Shore Neighbors Breast Cancer Coalition has been working tirelessly for years to help those inflicted with cancer to cope with every day challenges.? They have relied solely on the generosity of people like you and me to keep it going.? They recently received a grant from Suffolk County Legislator Sarah Anker, an ardent supporter on this issue who has pushed for years to find a link to the increased breast cancer rates on Long Island.

Today, Patti will be honored as the Times Beacon Record Woman of the Year for her efforts to make each day a little more comfortable for those dealing with cancer.

Crossroads announcing $25 million ad push

(AP) ? An independent group favoring Republican presidential rival Mitt Romney is launching a $25 million, monthlong advertising campaign in 10 states against President Barack Obama, further escalating an expensive TV ad war in presidential battlegrounds six months before Election Day.

Crossroads GPS plans to open the effort Thursday by spending $8 million on a TV ad that castigates Obama on the economy by using his own words against him.

"We need solutions, not just promises," says a 60-second commercial that's to run in Colorado, Florida, Iowa, Michigan, North Carolina, New Hampshire, Nevada, Ohio, Pennsylvania and Virginia.

It shows clips of Obama making pledges that critics say he hasn't kept on issues like taxes, health care and federal deficits.

"We must help the millions of homeowners who are facing foreclosure," Obama says in a clip from June 2008. The ad then says: "Promise broken. One in five mortgages are still under water."

Obama, Romney and their allies are in a rush to define each other negatively in voters' eyes before Americans tune out during the summer. And already both sides are going for the jugular, a sign of a sharply negative race between now and November.

Crossroads GPS' ad push is the latest to illustrate the degree to which this presidential campaign is playing out under dramatically looser campaign finance laws in the wake of a series of Supreme Court decisions that allowed independent groups to raise and spend unlimited donations as long as they don't coordinate directly with the campaigns they support.

It also comes at a time when several other Republican-leaning super PACs have been spending millions on ads in key states to tear down Obama while Romney ? the underfunded challenger to the record-shattering Democratic president ? focuses on raising money after a primary season that left him broke and battered.

The super PAC Restore Our Future, staffed with former Romney aides, has spent $4.3 million, while Americans for Prosperity, the Koch brothers' group, has spent $5 million. The American Future Fund, whose goal is to promote conservative and free-market ideas, is spending an additional $4.7 million to run a one-minute ad suggesting Obama hasn't cracked down on Wall Street because of his campaign's fundraising. "Tell Obama to stop protecting his Wall Street donors," the ad says.

On the Democratic side, Obama's campaign has launched its own $25 million, month-long ad push in the most competitive general election states. In recent days, it's started going after Romney's business credentials, specifically his time at the helm of the private equity firm Bain Capital. The campaign was running an ad Wednesday on the matter but in just a handful of states and at a very low price tag, just under $100,000.

But the real money to promote the same message was coming from a pro-Obama super PAC, Priorities USA Action. It's spending $4 million to air its new ad, which is remarkably similar to the one from the Obama campaign. Both highlight the failure of GST Steel, a Kansas City, Mo.-based company purchased by Bain Capital that went bankrupt and laid off 750 workers in 2001.

Unlike the groups on the right, Priorities USA Action has struggled to raise money, taking in about $10 million through its super PAC and affiliated nonprofit arm by the end of March. The group has spent only $2.7 million on ads in May.

Still, Obama's campaign opened the month of April with more than $100 million in the bank, a 10-to-1 fundraising advantage over Romney.

But the president's edge is minimized by the campaign cash raised by Republican-leaning super PACs.

Crossroads GPS told the IRS it raised more than $77 million through December. Donors could include individuals, businesses or trade groups. Without naming names, Crossroads reported two gifts of $10 million each and four of more than $4 million.

American Crossroads, its ally, has raised $100 million so far this election cycle to defeat Obama and support the Republican nominee. Combined, the Crossroads twins have announced plans to spend as much as $300 million to influence the presidential election, with longtime George W. Bush political adviser Karl Rove guiding them.

While the Republican groups legally can't coordinate directly with the Romney campaign, they do coordinate with each other. Leaders of some leading Republican super PACs attend a monthly meeting hosted by Crossroads to share information and devise strategy to deny Obama a second term. That may mean, for example, taking turns ensuring Romney has a presence on the air ? or, rather, the Republican criticisms against Obama are aired ? even if his campaign itself can't afford to run its own ads yet.

The Romney campaign has spent no money on TV ads since Romney's Republican opponents dropped out and cleared his path to the nomination.

Republicans have generally welcomed the emergence of super PACs, and several GOP-leaning groups spent millions to take control of the House and pick up six Senate seats in 2010. Obama sharply criticized the emergence of super PACs that year but ultimately green-lighted contributions to Priorities USA Action after it became clear that his campaign and other Democrats would be vastly outgunned otherwise.

By law, campaigns and the outside groups are forbidden from working with each other. But at times like this, the lines of separation seem blurred if not crossed.

Strategists for the super PACs insist they are operating independently and are not relying on signals from the presidential campaigns as to what advertising strategy to pursue. But campaign finance watchdogs are crying foul, arguing that super PACs have effectively become high-dollar shadow campaign operations for candidates otherwise constrained by much stricter federal campaign finance rules.

"Candidate-specific super PACs are simply arms of the presidential campaigns and need to be treated as such and be subject to contribution limits," said Fred Wertheimer of Democracy 21, a campaign finance reform advocacy group. "The idea that these groups are independent is a fiction in reality terms and, we believe, a fiction in legal terms."

Pros dish on upcoming 'DWTS: All Stars' season

On Monday night, host Tom Bergeron said that there would be an "exciting announcement for 'Dancing With the Stars' fans about next season" made on Tuesday?s show. But the powers that be at ABC just couldn't wait that long. On Tuesday morning, the network broke the big news: the rumored all-star season of the show is officially a rumor no more. It's on the schedule for fall of 2012.

Now, could we please have Cloris Leachman back? Sure, her dancing wasn?t spectacular, but her impromptu post-dance curtain calls and red-room comments were must-see TV! Seriously, just imagine past contenders like Gilles Marini, Mel B. and Joanna Krupa once again competing for the coveted mirror ball trophy.

Actually, it looks like official casting talk is still a ways away.

"We can't talk about the casting yet, but I'd love to see some of the fan favorites from the last seasons come back,"ABC entertainment president Paul Lee said in a quote published to The Hollywood Reporter. "We have many from the past 14 seasons."

At least we know the professional dancers are up for it no matter who they dance with, as their post-show but pre-announcement comments to reporters revealed.

?It?s time,? said two-time "DWTS" winner Cheryl Burke. ?Next season is season 15. Maybe some non-winners who should have won could come back? We need some more excitement. There are only so many celebrities you can get.?

Producers could either pair the pro dancers up with stars they?ve done the Argentine tango and the paso doble with in the past, or they could pair pros and stars who?ve never danced together before.?

?I?d like to take another crack with (season-five partner) Sabrina Bryan (or Derek Hough?s partner from season 10) Nicole Scherzinger,? commented Mark Ballas. ?I?d love to have another go at it with Chelsea Kane (from season 12), too.?

?It?d be interesting to see, if we do an all-stars season, if they put us with our previous partners or are they going to split us up?? wondered Hough.

The three-time ?DWTS? champion is open to having someone new -- provided, of course, that she?s height appropriate.

?A very beautiful girl who was on the show previously said to me, ?I want to dance with you!?" he recalled. "I said, ?That?s great, but we?re going to have to cut off half your shins because you?re too tall for me, baby!??

?She can?t,? Hough said. ?She?s a host!?

But Hough?s current partner, ?Extra? host Maria Menounos had an idea as to how that scenario could unfold. ?We could switch (jobs),? she suggested. ?That would be fun!?

Cyber Security Index Highlights Political Threats, Business Partner ...

ICSThe first annual Index of Cyber Security finds that senior security officers are more concerned than at this time last year about the risk of cyber attack and other online risks, with concerns about ideologically-motivated hacktivists and the threats posed by business partners and other "counter parties" topping the list.

The index finished the year up over 2.5% at 1250, up from the baseline value of 1,000 established when the index launched in April, 2011. The perception of cyber risk increased consistently throughout the year, despite wide swings in the perception of specific types of threats from month to month, according to a report by the index's proprietors: Dan Geer of In-Q-Tel and Mukul Pareek of Strativis LLC.

The index is compiled from regular surveys of top IT security professionals. It attempts to measure respondents' perception of threats and risk over the course of the year, then distill those reports into a number - the index. The idea is to try to chart the advance or retreat of the broad perception of cyber risk from those closest to the problem, according to the first annual report, which was published online.

In a year in which stories about attacks by the ideologically motivated hacking group Anonymous made headlines, concerns about politically and ideologically motivated hackers was the biggest contributor to the rise in the Index, along with concerns about so-called "counter-party risk" - the danger posed by business partners and third party contractors, according to the report.

That said, respondents' perception of risk varied greatly from month to month, with little consistency, even as the baseline perception of threats across the population of responders steadily increased. The variation makes it difficult to make a clear connection between a particular type of threat and the perception of online risk, the authors point out. Instead, the index reveals the constantly flowing nature of what might be termed "cyber fear." That constantly changing focus could reveal the influence of the media and news reports about threats on the perception of risk.

Created a year ago, the Index is a measure only of "sentiment" among an influential population: CSOs and other security leaders in both the private and public sector. Participants are asked to respond to questions like "compared to the previous month, the unmitigated threat to you from malware is:" and "compared to the previous month, the probability that you are a plausible targete for nation-state actors is:".

The idea was to take the temperature of those who are in the trenches with cyber security in order to understand what the actual level of threat and concern were, said Dan Geer, a co-founder of the Index, in an e-mail to Threatpost.

Going forward, the group will be introducing new questions about specific risks (criminals vs. hacktivists vs. nation-state actors). Organizers would also like to develop a means of gauging cyber "fear" going forward, rather than looking back - akin to the Chicago Board Options Exchanges Market Volatility Index (or "Fear Index").
